MAR 12, 2019 - Possible Limited Access Program for the Recreational Party/Charter Fishery in the Northeast Multispecies (Groundfish): (Extremely serious proposed rec. regulatory changes)

Postby EC NEWELLMAN » Tue Mar 12, 2019 12:00 pm

Due to the extremely serious changes being proposed to the recreational groundfish fishery, this notice has been made within ANNOUNCEMENTS.

For those within the for-hire, and those who enjoy catching various groundfish either in New England (GOMaine) or throughout the Southern New England region, I will pay close attention and get involved in public commenting. This may be end up being one of the more notably regulatory changes for recreational ground fishing activities due to the nature of the proposals within the document listed here....

This is a huge can of worms and I cant help but think that any well intentioned proposal will end up hurting the industry.

What is the RFHFA's position on this proposal?

I'm just worried that they're going to use this as "well, we opened it up to the community and our findings are not in the best interest for the species. Sooooo, new control date 2028." Smh

The same position that any fishermen at this time is yearning for...

- Reasonable regulations for the for-hire industry so that recreational fishermen can retain enough fish for a few meals.

We will have to see what comes from the public comments during the scoping/listening meetings as well as those written in. I do foresee a changing dynamic as far as that most with for-hire vessels with history and time in the for-hire industry - having essentially a 'medallion' to sell when they leave the business. This would allow young people to buy into these businesses, while giving more value to those who are in the fishing business. The days of wild west fisheries are over, and fishermen have to realize and adjust to the regulatory constraints placed upon valuable fish stocks, with only so many who currently can be economically viable, and to remain so in the coming years.

Control dates on permits are the first step of management process for limited entry, consolidation of permits and IFQ’s.

Just look at the Gulf of Mexico. Charter permits start at $20000 and go up from there.
